  2. Every system input, model, tool, output, and user role is permitted, excluded, or explicitly unresolved in the boundary diagram.
  3. Evaluation cases trace to named error risks and customer-owned release decisions; the protocol does not report unperformed benchmark results.
  4. Release, hold, escalation, rollback, and change decisions each have an accountable customer role and evidence requirement.
  5. The dossier distinguishes public strategy context, customer-provided facts, proposed controls, and controls that would need later implementation and verification.
